The 360 did not come off of a market leader and basically only has the UK as a significant market in Europe (broken down numbers would likely show at least 40% of all sales being in the UK at the time), the PS3 did not launch during the holidays (and cost 600$...), the Wii apparently doubled the numbers even with massive supply issues. The Vita has never been relevant in PAL regions and also launched in February, right along the new years lull, same goes for the 3DS, which has been a lot smaller in PAL regions as well.
The Wii U has good supply in Europe, it has launched in the midst of the best time of year, it launched with a behemoth title (New Super Mario Bros U) as well as some decent 3rd party ports and multiplats and the price is relatively low for a launch console.
There is no way to spin these numbers to an good level for the Wii U in Europe, it appears to be doing pretty badly no matter how one looks at it and what you compare it to.
