There's many examples of them working with Western developers, whether it's by letting them work on their IPs (Mario Strikers, Punch Out !, Excite games, Battalion Wars), funding new games by them (Eternal Darkness, Geist, Fluidity/Hydroventure, probably Lego City Undercover), giving them technical support (UDraw) or letting their IPs to appear in their games (Scribblenauts, NBA Street V3, SSX On Tour).
Still, they do seem to prioritize Japanese development, but this is understandable given how they're a Japanese company, right ? And personally, I'm really glad they do...

Unfortunately, this is absolutely true... Nowadays it seems like anything that isn't an established franchise capable of regularly move millions of units is a risk... Development costs are too damn high !!
