Edit - I checked the Halo: Combat Evolved received a good number of GOTY award... Halo 2 received none.

Every single mainline Halo has won game of the year from someone. It's too bad the first two were the most critically acclaimed when there was no where near as many publications giving out GOTY awards as there are nowadays.
