I don't think MS will allow that to happen but that statement doesn't seem likely. MS purposely let the 360 go out with subpar quality chips because they needed to beat Sony to the punch. Sony products are known to be some of the most top quality around (as well as the most expensive). They rarely break down. I got a PS1 in a box somewhere and it still works like brand new. The original PS2 was probably the only product with above 10% failure rate due to the lens dying, yet thats still nothing in comparison to the 360's close to 50% rate with the original model :/
Sony has a lot to prove with PS4/Orbis, expect it to be the same quality as all their other products but it probably won't be as cost heavy as the PS3 was. They will concede with the arms race with MS and settle for decent parts, all the while differentiating themselves in some other way (rumoured head mount display).
