They added the feature for select games in the latest steam update. Now if you try to install a supported game it will give you the option to chose which drive you want to put it. It's about time they added it, most games should be supported. 

yeah they did. I just checked now, Just right click install game and there's an option, for me it's C,Q, or Z since I name my drives nonsensically. From what I can tell it's most every game atleast all the games I checked.

I was skeptical when they said "supported games." However, if you want to transfer games to different drives without redownloading you cut/paste, and select that folder to install too. Haven't tried that though.
