You can blame the bad sales partially on Capcom.
RE Merceneries only allowed one save file that couldn't be deleted. After that point not many wanted to care for the Revelations. Even though the game is great.
Also WiiU fans would buy it if it had wii remote controls.
Look at RE4. Same crowd probably got it on GCN before.

A person doesn't have to have purchased Mercenaries to have been swayed by the negitive PR that Capcom drummed up with it's pre owned value being nil, I had been planning to pick up Revelations on launch but after hearing what they did with Mercs I held off til just recently and picked it up Preowned. Gotta send a message with your wallet that on disc dlc and attempts on the used market wont fly.

clearly you are in the minority, because it doesnt change the fact that Revelations almost doubled the sales of Mercernaries, so obviously people were not that turned off by mercenaries that they didnt purchase Revelations. Maybe they just saw Mercenaries for what it was, a cheap cash in.

Considering that Revelations is the 7th highest metacritic rated retail game on the 3ds yet it sits at 17th in the Sales chart here behind the likes of Sonic at the olympics and Lego Star wars I think it's safe enough to assume that the sales of this game were heavily affected by outside factors. Very least of these factors at the time being the bad PR capcom recieved from both Street fighter X Tekken's on disk dlc and Mercenaries having no resell value thanks to the save data.
