Iwata's video was explaining the difference in 2 base and 10 base number formats.    It had nothing to do with the update.

I understand that.  Did the console come with the OS preloaded or was that the download/update?  Thats what im questioning.

OS is almost certainly pre-loaded. I don't think a company would be so incompetent to not include an OS with their console. Besides, you still have some forms to faciltate that download and what happens to those without internet connections (not sure, don't have Wii U).
