Nobody owns this developer and they are restructuring at the moment. Nihilistic will call themselves Nstigate or something from now on and focus on development of mobile games. I think what happened is that Sony absolutely wanted a CoD game for the Vita, but Activision wasn't making one despite announcing support for the Vita back then when it was still called NGP. There was no CoD game in the works and once Sony noticed, they probably offered to fund one themselves, because they were in desparate need for big games. Nihilistic was assigned with the project, because they already had dev kits and experience with the Vita (they made Resistance: Burning Skies), but the catch was that they had less than half a year to develop the game. The result is the barebones game we see today, because it was the only feasible option for Sony to have a CoD title this year.
