Yep some USB 3.0 devices can draw up to 900mA, where as USB2.0 max was 50mA.

The USB2.0 port is the thing that will limit this as it was ot designed to handle 900mA. Hnece why there would be a Y cable invovled.

I don't know.

If it was USB 2.0 device and it needed more current than 500mA, it generally come with a USB2.0 Y cable.

I think the two main reasons why they went to USB3.0 was speed and the fact that the one cable and us 3.0  port could handle the extra current. 

 

 

EDIT: I should have added you will know anyone once you connect it to your Wii U. It will ever keep dropping out, not show up in the file system, or if it is working it may make a click noise (assming it doesn't on a pc) or a different noise than normal , which means not enough current is going into the drive.
