PS4 dev kit news has surfaced!

The latest batch of dev kits were reportedly sent in. Sony and Microsoft have been periodically been sending their dev kits to devs with updates. Activision has already stated  that one of the new consoles will be coming out next year. The 720 development date got pushed back, so this means it will be the PS4 that will be shown at E3 next year as far as intel is concerned.

That was a rumor based on speculation based on an unconfirmed leak with very little information. Even if the chip issues are true it wasn't anything that MS couldn't correct or even just launch with a limited supply like Nintendo usualy does. I expect the NextBox to release in November of next year. The PS4 will probably hit around the same time, unless they plan to hold it off while they finish off 2013 with the exclusives they have planned.
