Vita is a bomb and the PS3 in six years hasn't even sold half of what the PS2 sold there, and software would be even worse (read: there isn't much of a market for high end HD games in Japan, look at Final Fantasy XIII's sales versus Final Fantasy XII).
The fact is Japan simply isn't a graphics-oriented market.
If you really look at most of the big IPs and/or break out hits in Japan -- Super Mario, Pokemon, Monster Hunter, Dragon Quest, Animal Crossing, Wii Sports/Fit, Brain Training ... most of them have average to even below average visuals.
PS4/720 I don't think will appeal to the Japanese at all, PS3/360 barely did.
The only "million seller" Japanese game in Japan that has relatively high end graphics is Final Fantasy, and even that series as a franchise is selling no where near its Final Fantasy VI/VII/VIII heyday anymore.
Japan has become basically a handheld oriented market with consoles being niche products. Ergo, it's irrelevant to both the PS4/720 for most intents and purposes.
