Obviously, you don't need them, just go to the e-shop and download the game. But this improves visibility.

I know, but unlike game cartridges it should be trivially easy to pump these out on an as-needed basis. Shoot, they can stockpile the crap out of these if they feel like it.

Indeed they can but I don't think they anticipated to sell out of their intiial production run of the cards.
