It was all explained here. Although I believe he is wrong when he says "haven't played Halo 4 so I don't know though I'd guess minus the 2 CG vids people are bringing up, it's all in-engine and realtime". Most of the cutscenes I have seen besides the CG ones are obviously pre-rendered (they fit his definition of pre-rendered cutscenes). Same goes for most Uncharted 3 cutscenes. It's usually pretty easy to tell, just look at the AA.

I edited my comment but I think it got buried.

The screenshot I was talking about that was in the OP is 2560 x 1440 when opened fully, so there is a chance it might be a bullshot of an in-game cutscene. Still, dem clouds, I would be very impressed if that was an in-game cutscene.
