It isn't, and it shows, at least in my 80gb fat.
I have 13Mb internet and it's only downloading at about half that at roughly 1MB/s. It's very inconsistent and "background" downloading on the XMB is even worse at 200KB/s. When my PS3 idles I get frequent drop outs too.
