i think they wouldn't have to change the ads, if people see the ads they would know that's the price without tax (it's not as if they don't already have the problem even with taxless price tags) but instead of never telling the customers how much they really have to pay until they stand at the check-out they could get the information when they see the product on the shelf. that's much better for people who are just on a shoppig tour which should be a much higher percentage as people who want to buy something they saw in an ad and it's especially much better for people who come from another city/state/country with another tax and want to buy something.
give the customer the price he has to pay and when he pays for it he will get a receipt with all informations about how much of the price is tax and everything and not "give the customer the price without tax and he will know what he has to pay when he already has his credit card in his hands"^^
but if tax really changes every few months and not only once every few years this could be really a reason because that would be too much stciker prices too change all the time.
