X360 has a higher tie-ratio than the PS3 and the Wii in N. America, Europe AND JAPAN.

That is amazing! 360 is the most successful console of the gen in Japan then!! 

I don't believe that is what he is saying.  He is saying for the people who bought the 360 they favored it more, hence them buying more games for it.  This will ensure that those people continue and buy the nextbox as well.

In Japan, it's skewed because of how few 360s there are in Japan. It's seen as the super hardcore console, so very few outside of big gamers or otaku own one. Those people tend to buy more games and also tend to be multi-console owners.
