So the most important thing (Gameplay) gets an Excellent. Story, Sound and Replay Value get equal or lower ratings (Story a much lower rating) and yet the game gets the highest possible grade just because they rated Graphics as Legendary ?

we don't do reviews anymore :P

But I guess it could happen when the final score is kinda like any aggregate of the review staff and the main reviewer is so stubborn that he or she only lowered the score of the elements a game consists of instead of the game itself. (just a vague theory and I admit not a very good one)
I only know in our/Gamrreviews case, a high ranked editor can force a reviewer to change the score if they think it's far too high or low.
