The flaw with your logic is no one wants to play a crappy, watered down version of Call of Duty on a 5-inch screen to begin with. Americans love their big screen TV and high end graphics. The "dudebros" audience won't touch a handheld game device with a 50-foot-pole.
The DS never had great Western content either. The PSP always had more Western-centric games like several 3D Grand Theft Auto games, God of War, SOCOM, Medal of Honor, etc. and the DS still wiped the floor with the PSP in the West.
The "wacky" Japanese 3DS games are fine for the West, because the handheld market in the West is more of a kids market. In which case ... Mario and Pokemon trump Assassin's Creed by about 100x.
Also no one is going to pay $40 games for handhelds in general, lol. Nintendo is the only one that can get away with it because of their established fanbase, but everyone else selling at that price is screwed.
Why should I pay $40 for a watered down Call of Duty when for a mere $20 more I can get the real CoD on PS3/360/PC? Yeah, good luck getting teenagers and college age students to bite on that. Because I can play it on the go? No thanks.
