Decreasing people on welfare doesn't mean we're improving the states. It really depends who you're cutting when you cut on these programs.
Also your statement makes little to no sense at all. Just because a candidate is in office when things start to get better doesn't mean the candidate is responsible. His opponent in four years could very well be much more appealing.
