depends on what exactly you watched. 1 car races and 8 car races look better than 12/16 car races or free roam because they use the photomode car models.
Also the mini games will run in 60FPS.

Though you could still be right. While it includes render information of 12 and 16 car races, that doesn't necessarily mean that they are such races in the game. Maybe they just copy pasted them from Forza 4 :P

Also those mini games are capped at 60 FPS. Could be that they don't even reach those numbers though. But should definitely be higher than 30FPS.
