The rumors in their original text appear to be translated, or rather, written by someone who uses English as a second language. "Power boost" could have been mistranslated to mean, "larger storage capacity" or even be as trivial as a firmware update.
In the literal meaning, I could only assume an expansion pack type device that increases the ram of the console, perhaps packed in with Mario Kart Wii?
This is all speculation in its truest form, however.
