Sounds like marketing. Remember that Team Ninja is closely aligned with Nintendo. Otherwise, this doesn't make a lot of sense. The Japanese are happy with their handhelds because they commute with them and the rest of the world is happy with consoles. The Wii U might do well in Japan but it's not going to cut into the handheld market.
