There will eventually be a solution for the Wii U. But in the beginning of a console's lifecycle the manufacturer is eager to keep the region lock, so firmware updates will continually make new games unplayable and the solution needs to be updated as well. This stuff continues until the manufacturer stops caring.

There might be another "solution" though. Digital distribution gets rid of the inventory risk which is among the main reasons why games don't get released worldwide. Publishers could decide to go with download-only releases in certain regions, so the region lock wouldn't matter anymore, unless you absolutely need to own a box and booklet.

That would be a good solution.

Another also, to add, would be to let publishers choose what they want to lock themselves and leave it up to them. That way Nintendo doesn't get the crap for taking matters into their own hands.

If Persona 4 could be the only game region locked, I would assume the same would be possible to software lock a game depending on the region.
