I mean, who BOTH has the money, and the willingness to publish someone elses IP, that wasn't particularly that big and likely didn't make a profit? (As seen by Sega not even wanting a part of it.)

 

Sure you get the publishing rights to Bayonetta 2... but 3+ is all Sega still.

 

Why wouldn't you fund new game with an IP you control, and would own if it succeeds?  Wouldn't be that hard to make a game as successful as Bayonetta.

 

Only reason Nintendo likely signed on is because it's a "steal" to help it's third party protfolio.
