Did Resident Evil Revelations max out the 3DS's maximum graphics ?

I've always had this crazy theory that Nintendo was purposely restricting their libraries for other devs and letting Capcom get full usage. This being part of their Monster Hunter deal. Note: This is a crazy theory and yes I understand would be totally ridiculous.
