Not unless Nintendo does it themselves. In the past it was up to Nintendo and / or their 2nd parties like Rare and Factor 5 to get the most out of their consoles. Nintendo and Rare used all kinds of programming tricks and extra chips for games like Donkey Kong Country and Yoshi's Island. Factor 5 had a hand in designing the GameCube hardware and their Rogue Squadron games pushed the system in ways that only Capcom's Resident Evil 4 came close to.
Nowadays Nintendo seems content with delivering games that the masses enjoy rather than squeezing every last drop of performance out of their systems, so with them setting this precedent since the beginning of the current gen with the Wii, 3rd parties are unlikely to take on this endeavor themselves. It'll be up to a developer like Retro to fully show off the Wii U's capabilities if they still have it in them.
