There are some exceptions.And very rarely western developers get their hands on japanese IPs.

The only other time I know this happened... DK and Metroid. And we know what happened. Success to one, failure to the other.. Of course, this is not guaranteed to happen (the game being well received) but it has more chances of being accepted than Uncharted, for example.

when it is a japanese IP, both scenarios can happen depending on the genre, the IP, and if the game is good or not.   Look for example RE:ORC, it was rated like crap everywhere, but because it was Resident Evil, it sold quite good in japan considering it is an spin-off.    I think metroid did not sell that well, because FPSs make japanase people dizzy, and to be honest the game was not that great.
