But simply because you can make crazy budgeted games on the HD consoles doesn't mean there's a requirement to "keep pace" as you said. NISA and Gust have been very successful with graphics that are better than PS2 but not by much and keeping budgets down they can make profits off of 100,000 sales instead of the million that you normally hear get thrown around as the average. If these smaller Japanese studios aren't going to go for the maximum of what any of these consoles can do I don't think there'll be a difference between making a PS3-level looking game on PS4, 720, or WiiU since it'll be below the max of what any of them could do. Hell, with that restraint the more powerful consoles might be the cheapest, I'd have to look into it.
Main point: Just because there's a God of War for PS4 doesn't mean that all games have to match that level of graphics to be profitable, they just have to be realistic about what level of graphics they can do and make profit with their expected sales, and then get to work.
