How many French people do you suppose live in slums and have paraplegia?

That's entirely besides the point, of course. Just because the ten or so people in France who are actually earning enough to reach that income bracket are losing a significant amount of money doesn't mean that your paralysed slum dweller will see one euro cent of it.

First, the burden of proof goes on you to state that the hypothetical paraplegic slum-dweller will never see any money.

Second, programs can be reformed. This libertarian conceit that programs are unreformable inherently wasteful giant boondoggles is misguided.

According to Google, nobody has any idea just what the French government spends, so I'll compare using the British government.

Social exclusion makes up £27.4 billion, which is almost exactly a whopping 4% of public spending.

EDIT: Which means that a maximum of 4% is going towards helping people like him, who fully deserve some help.
