What kind of question is this? You're asking if a portion of a game that most people won't even buy and that the competition will eventually get is a better system seller than games the competition will never get.
The answer is obviously games. So, it doesn't matter if PS3 gets timed exclusive DLC for Battlefield 3. The 360 gets Halo 4 and thus, the 360 wins.
