It's basically because the Wii U doesn't come with a hard drive. They need a hard drive so they can patched their bugged code and sell DLC. The the core of Bethesda's problem with the Wii and the Wii U. The wait and see with the Wii U is whether or not adopter of the Wii U will use their own HD to download titles, etc.
