I think the $249.99 SKU is just to be able to advertise the price point.
I don't think many people will buy it (much like 360 "tard pack"). It's just there as a marketing point to say "Wii U - $249.99!", but once people get to the store they'll probably opt to buy the bundles instead.
Once that credit card comes out ... that's all Nintendo needs to get to.
I think all Wii U consoles should come with some free Wiiware points just to get people signed up and create an account and used to the idea of downloading content. Wii U is going to be account based from what I understand.
