You allowed to make backup copies of all software, videos, music, etc. for your own personal use. That means you can buy Final Fantasy III for the SNES, set it on a shelf, and legally play the ROM on any device you want.

So.... you own a game:
1) You can make backups of it
2) You can play it through whatever means for your personal use
3) You can't download the ROM from the internet.
How do you get cartridge games (NES/SNES/Genesis/N640 backed-up? Also, how do you back up disc games such as GameCube ones onto your PC?
