Bush gave the go ahead but they coudlnt move till they were allowed by state and local officials. State and Local Governments always deal with natural disasters 1st. Mudslides, Forrest fires, and floods are normaly handled by the state untill the States asks for Federal Help. The Federal government aids the States leaving them mainly incharge still. |
