It wasn't released on the DC in the US because the DC was discontinued. It had absolutely nothing to do with the Xbox. The DC died before the Xbox was even annouced.
As the numbers show, Sega's titles did the best on the GC. Shenmue would have done way better on it. It would have had far less competition and more gamers who were into games that weren't the same old dry copy and pastes that have become a standard of the industry today.
The Xbox1, 360 and PS3 are all all about Military Shooters and Medieval/Ancient sword fights. Shenmue never had a chance on the Xbox.
