I think the real reason is politics behind the scenes. There's a deal between Sony/MS and the big publishers to discriminate the Wii U and sadly Konami seems to belong in that group.

There were rumors that Konami specifically wasn't planning to support Wii U at all for some reason.

This certainly adds credibility to that rumor.

If that is the case, then why did they announce PES 2012 for WiiU to begin with?

This is just another reason why I won't believe in such "rumors".  I'm sure we'll see a Castlevania on the WiiU eventually, maybe not this particular title.

I doubt Konami will want to avoid supporting WiiU, especially if the system really does take off with hardcore gamers.  And Nintendo themselves have admitted that they don't want to carry a console by themselves anymore.  I'm sure we'll see Konami's franchises eventually appear on WiiU.
