When you look at the Virtual Console nowadays; there are actually some fairly fantastic games. I think the ultimate reason for holding off might be that there will be a better distribution system on Wii U - higher chances of marketing digital games correctly.
I do think, from a business POV, that it is kind of pointless to pay all the legal fees for releasing many older games when those fees outstrip sales revenue. If you notice, certain companies have almost all their games up, while others have very few; these are probably due to the discrepancies in legal fees. Although, I will say the library is fairly impressive; not all of my favourite old games are available, but a fairly large portion of them are.
