I think when you're evaluating Vita's performance, it's best to evaluate it against itself, not against the 3DS, and in that I agree. The Vita should be compared to the expectations posters and stakeholders had, and so we can debate. Above and beyond that, the Vita should be compared to the performance of its predecessor for an indicator of direction.
Having said that, it's important to evaluate the success of the vita against its competition. Why?
Well we know the 3DS and the Vita battle for the support of devs, and it goes without saying that when devs choose to support the 3DS, it can often happen that that comes at the expense of the Vita. Not only that, but it has happened that certain contestants in a market were rendered meaningless within their generation due to the exceedingly better performance of their competitor (the cube, xbox, dreamcast, saturn and N64 come to mind). As such, it is important on a second level to analyze Vita's sales within its market (the dedicated gaming handheld space).
That should help clear up the confusion.
