No, but like the saying goes, you get what you pay for. A consumer downloading a 99 cent app is only going to get 99 cents worth of content because the developer is likewise putting in as little expenditure as possible. A consumer who frequents the eShop on 3DS is a dedicated video gamer looking for more bang for his buck. The point is that the majority of people downloading 99 cent apps aren't eating into the sales of a dedicated handheld system, because they were never in the market for those types of games in the first place.
