Why does Nintendo not give the USA the same as everyone else??. is it reggie?

Reggie has a lot to do with what games coming over.
He's the goto guy that report back to Nintendo heads and tell them what sort of interests we have in the West.
So, if Reggie tells Nintendo it's a lost cause to release Xenoblade here, we get no Xenoblade.
