I take it english is not your first language.

The last centance "Vandenberghe noted that in some cases, the fluidity is locked at upward of 85 frames per second." is in three parts so it is read

Who did what: Vandenberghe noted that

When: in some cases

What: the fluidity is locked at upward of 85 frames per second

Also note he says upward of 85fps, so I am not sure how you got that 85fps was the limit. Locked could also be used to refer to VSync, which is sometimes referred to as a synchronization lock. So in that context he was probably refering to the fact that Red Steel 2 is Vsynced so it sometimes renders at 85fps Vsynced.

I can't say i have ever hread locked used to refer to the average, the maximum yes but not average.

I'm not sayhing taht it runs at 85 FPS 100% of the time. I'm going by what was said combined with what I see saw on my television. That looked to run above 60 FPS on the regular. Sure, the frame rate dips sometimes to even below 60 but most of the time, it is above 60. Its not going settle on 60 FPS if its not locked there.

Most of your time in the game is spent wondering from one objects to the other so there is much to prevent it from running at 85. What you say is not adding up.

Also, is the man in the article you quoted a dev or a reviewer?
