Also note he says upward of 85fps, so I am not sure how you got that 85fps was the limit. Locked could also be used to refer to VSync, which is sometimes referred to as a synchronization lock. So in that context he was probably refering to the fact that Red Steel 2 is Vsynced so it sometimes renders at 85fps Vsynced.
I can't say i have ever hread locked used to refer to the average, the maximum yes but not average.
