This isn't new... Reggie confirmed this in the E3 presentation.
Still stupid, though. There shouldn't be any reason why multiple GamePads don't work. You don't necessarily have to stream high-quality video to each of them. It depends on the game. Hell at the least, you could leave one of the touchscreens blank and just let them use it like a standard controller.
Could I trouble you for some maple syrup to go with the plate of roffles you just served up?
