*SPOILERS* How did Batman_____at the end of The Dark Knight Rises?

Sounds plausible but too convenient. If Batman had all that set up ahead of time then why not just fly the bomb over the ocean to begin with? That would've made more sense as logistically speaking the coast got burnt up (it was still within the radius).
