I just checked and it just appears when I have my brightness level at 3. ( i didnt try turning power saving ON)
Now I at least know the backlight on the lower screen is not really damaged but rather unable to sustain constant brightness levels when set to 3.
I wonder if my 3ds is the only one. Its really obvious when you try to turn off the 3ds then a screen pops up with grey and white lines and the console asks you if you really want to turn off or if you want to go into standby. In this "confirmation screen" on brightness 3 power saving off I see the lines. (I have not tried power saving ON)
Anyone willing to give it a try?
