The 3ds has neither a scratch on any screen nor on one of its shiny sites. Its prestine condition and never even saw water etc.
The phenomenon is not easy to spot but "once you see it you cant unsee it" But again its only the touchscreen the 3d screen is alright.
Its like the backlight is dimming by 3 or so percent and going back to normal but with something that looks like seperate lines of the pixels. And several lines on the screen at the same time. It also reminds a me a bit of TV scanlines but without every second line being black here its more like 1 line is 100% brightness the next is 90% the next is 95% , 98% etc... and that number is changing for each line like 3 times a second its like dancing lines of brightness levels.

I just checked and it just appears when I have my brightness level at 3. ( i didnt try turning power saving ON)
At least I know the backlight on the lower screen is not really damaged but rather unable to sustain constant brightness levels.
