That's really the problem I've been faced with these past few years. Sure you can get a few jumpy moments in new movies but where is the building sense of dread? The overwhelming feeling of pure terror at what might happen in the next few frames?

Most of that is just missing when you grow up, as many have mentioned in this thread. As a child though, horror movies can take a powerful hold over a childs imagination and that sense of fear can linger for days or even weeks after.
