That information is false. They resesigned those aspects and the Wii U version is obviously using focal blur in that particular scene on top of them not being at the same viewing angle. You can see far more of the drain on the PC based screeshots than on the Wii U and the lights on 3 windows on the building to the lower right of the tower are more more visible on the Wii U screen. This is another case of people trying to attribute difference with superiority/inferiority.
Not only is the tower in the center more detailed but the command center farther back in the distance is also far more detailed in the Wii U and visible in the Wii U version as well as the explosion being far more detailed with more objects in place. It also demonstrates a more detailed sky and improved weather effects. It would make no sense for them to drop the quality on the side building while not only enhancing those two building but increasing the draw distance as well(you would be able to see the command tower in the back as clearly if the draw distance wasn't improved) on top of adding extra objects to the scene like that light that is shining up at the building on the left.
Focal blur puts focus on everything in the center of the screen while making things around it look less detailed and/or blurry as if you were focusing with a camera.
