Your edit got it right. This was known when WOA was announced, only Metro apps would be compatible between Windows RT and Windows 8. Today Windows Phone 8 got added into the mix.
Windows 8 can run Metro and standard desktop apps. Windows RT can run Metro and Microsoft ARM dektop apps (it comes with Office). Windows phone can run Metro.
