Games sell hardware. Hardware doesn't sell games. People didn't buy Wii Fit for the balance board, they bought the Balance Board for Wii Fit. They didn't buy Wii Sports Resort for MotionPlus (didn't come with Wiimote), they bought the MotionPlus for Wii Sports Resort (note that you could buy MotionPlus separately, so that argument is out, too). I will give a pass to the case of Wii Play, though, as it was pretty much a really cheap game that you could get if you were already going to buy a Wiimote, which most people want to do if they've recently bought a Wii.
But then, NSMB Wii had sold over 20 million before they bundled it with the Wii. So had Mario Kart Wii. Wii Fit Plus sold over 20 million, and given that Wii Fit came before it, you can't really go "see, bundled".
